Abstract: This paper describes a new direction in the public transportation system for both the local residents and tourists visiting these rural areas. The study area is Chikura-machi (Awa district, Chiba Prefecture, Japan), which is 2.5 h away from Tokyo by car or train. Chikura-machi and its neighboring area is a well-known tourist destination. This paper attempts to clarify the need to reconstruct the public transportation system such that it is more convenient for both the local residents and the tourists. In this paper, field research, behavior observation, interviews, and questionnaires are used as research tools. The major findings from this study are summarized as follows:
1) Local residents were extremely dependent on the family car for transportation; therefore, senior people who had not driven had few other options available for transportation.
2) Tourists were also dependent on family cars; therefore, they had limited time to explore the numerous tourist spots in these areas, which is one of the major characteristics of Chikura-machi. Hence, the tourist industry, which was once a major industry in this area, has been unable to make any profits.
3) The public transportation system in the Awa district has not been used optimally. This situation has led to a vicious circle of inconvenience.
4) The public transportation system should be reconstructed such that it affords convenience and ease of movement to both the residents and the tourists, thus resolving the problems faced by both.
5) Based on these examinations, in a rural area such as Chikura-machi, it appears that the reconstruction of the public transportation system is closely connected to the revitalization of the local area.
